[RITSlist] 1951 box cars

The 21000 - 22999 series cars were the PS-1 boxcars. The 23000 - 23999 series were the ACF built cars. The ACF cars were the welded side style with 12 side panels and the "dartnaught" style ends. All of these had 6 ft doors and were delivered in 1951/1952 with the Centennial "100 Years of Progress" heralds.
