The 1948 PS-1's, 25500 - 26499, had Universal W-2000 hand brakes, according 
to the diagram sheet.

You can see a portion of one in the running board builder's photo in the 
PS-1 modelling article in Remember the Rock, Volume 3 Number 2.  These 
wheels had 8 trapezoidal opening around the outer rim.

Kadee makes a Universal wheel as a separate part.  See

Bowser provides a similar part with its ACF covered hopper model.

However, it would appear that the RI used an earlier version of that wheel 
that had additional slotted holes closer to the hub.  Supposedly, 
Intermountain was tooling such a part for their FGE reefer, which is not yet
