Les,
The rules allow the locomotive headlight, illuminated on dim, to serve as a
marker. These locomotives, when used in DPU configuration, also serve as the
telemetry device and also allow for the charging of the brake system, and
the application and release of the brakes from the rear of the train in
addition to the front.
Wouldn't that have been cool if that train you saw was nothing but a string
of new, big blue hoppers with a big "R" on them and that rear locomotive was
a big, blue and white SD70M with that same "R" on the side of it? When they
gave up on the Rock, we were all cheated out of the greatness that could
have been.

Yesterday, I was driving beside the Golden State route between El Paso and
Alamogordo and saw four southbound trains. More than I saw in several years
in the 1960s. A loaded covered hopper train with power on both ends, a coal
train with power on both ends, a mixed merchandise train, and a double
stack. The mixed freight train had several former Rock Island cars, box and
covered hopper. The power facing rearward had the white headlight
illuminated--guess the rule about red lights on the rear is history. Also
saw a cut of double stacks without power on the siding at Orogrande when we
travelled north to Alamo, but when we returned in the afternoon, the cut was
gone, apparently picked up by one of the southbounds.
