The (b) note might also mean that Foxtrot is open to the RI through  
reciprocal switching agreement, with the other railroad actually  
delivering/picking up cars line haul billed to/from Foxtrot by the  
RI. I would think if Foxtrot was not a reciprocal switch then there  
would be no reason to even list it in a RI document.
