Hi John,
I have one of these, too. I also have an original from the UP,
and it is in the same format.
The lack of an (a) or (b) is somewhat problematic. I belive in
some cases it refers to businesses that are not on the RR, and are
therefore served by the freight house or team track.
However, in other cases, it appears that the local freight agent
was just too lazy to note the (a) or (b).
The way I interpret it is that if ANY of the industries in that
town have an (a) or (b) then I assume that the agent was NOT lazy, and
therefore the absence indicates the industry had no rail service.
But if NONE of the industries in a town have an (a) or (b) then
you just have to guess.
BTW, the Freight Shipper's Guides were provided to promote what modern
companies call "B2B" or "Business to Business" transactions. They also
help potential industries get a better picture of what towns they should
locate in (by showing the competition, available raw materials, potential
customers, etc.)
