There's good news and not so good news on this front.  It turns out that the RI did have a few GSC flat cars without bulkheads, for a while, anyway.

The RI assembled 24 flatcars without bulkheads (according to the diagram sheet) in 1958 from steel castings received from GSC.  They were numbered 91650 - 91673.  91674 - 91699 came with bulkheads.  These were 50 ton capacity 53 foot 6 inch lenght cars.

In 1966, the RI migrated both batches, plus another 5 or so cars from a similar series to pulpwood service.  The wood decks were replaced with steel and 6 foot 3 inch tall bulkheads were added, as needed.  When this was done the number series was changed from 916xx to 946xx.

So there is a small window of opportunity in in the early 60's to use the non-bulkhead flats.

Or maybe you are interested in pulpwood service, a very under reported aspect of RI operations.
