I know of at least one of the GSC bulkhead flats got blue paint. I shot a  
slide of one with UP markings in Mason City, IA in the early 80's. If one  finds 
a 1979 or 1980 ORER qand find the number series for these cars. Then add  
500000 to the number series you might find a few of thes ecars got blue paint.  
I'd look in the ROCK 5918xx series as a starting point.

To add to the discussion, yes there were blue painted ROCK scheme bulkhead  
flats in service on the Rock Island. 
 
After shutdown I mentioned to Yardclerk that we should start shooting  
rolling stock. On such a trip, driving thru Yukon Oklahoma, I found and  shot 
kodochrome slides of ROCK 594884 and two other bulkhead flats (one  other in blue 
and the other in Rock Island maroon). I think that is the number  of the car as 
I had a hard time reading the number on the slide only backlit  from a light 
bulb.
 
These bulkhead flat cars were nothing like the Thrall cars mentioned by Mr.  
Eager. Their bulkheads were approximately 1/2 (one half) the height or  less.
 
I do remember switching these cars in Okla. City in the West Yard. There  was 
a brick yard there that we delivered bricks to (Acme I think - and no  
coyotes...of the Wyle E. kind...:D) spot U-300.
 
Some of my slides have been uploaded to Jeff Prince's web site but not  
these. 
 
On a side note. Mr. Suhs, thanks for the great article on Rock Island  
covered hoppers part 3 in the current The Rocket Issue 1 Vol. 2007. One of  my 
slides of one of the short two bay covered hoppers in Rock blue but with R.I.  
reporting marks instead of ROCK appears on Jeff's site.
 
and so, from the Southern Division.........does anybody know how to turn  
slides into .jpg's?????
