Crew change points were established with the representative unions back in steam days when trains were much slower.  Stops for fuel and water were at division points, and it usually took most of the day to get between them.  After dieselization and speeded up schedules, division crew change were not changed for that distance was still considered a day's work, and union peace was kept..
