Harold Krewer forwarded this to me and he thought I could add some info. 
 
One slight correction, though, it was the Baltimore & Ohio, not the Chesapeake & Ohio (obviously both Chessie System roads by then but still separate on paper), that signed for a 50-year lease of the Rock Island from Joliet to Bureau Junction in about August 1980. When Burlington Northern ended directed service on the Rock Island's Peoria Branch north of Mossville on October 1, 1981, B&O extended service (and lease) down to Henry to serve the chemical and fertilizer customers there. 
 
The name of the firm that owns the track is International Mining Company. My source for that is this filing before the Surface Transportation Board:

(See the bottom of page 2).
 
Basically, CSXT leases the track from International Mining and subleases the portion west of Utica to Iowa Interstate.
