At least, there are two truths regarding color; 1) Colors look different depending on the light (as has been mentioned), and 2) Colors change over time.

I made the mistake of approving the color of  an injected molded plastic case using the model on a computer. To further compound the problem, I was sitting near a window, and the sunlight modified the monitors colors even further. The case in question was the hand-held cab for Wangrow Electronics - SystemOne DCC system. When I saw the first shots, I had them change it to black. The Cabs we showed at the Chicago Model & Hobby show that first year were a color that didn't contrast with either black or white text.

After that we obtained a Pantone Color matching book. There are several types of booklets, depending on the medium an how the ink reacts with what it is being printed on (coated, non-coated paper...). The kit didn't include any booklets using spray paint, but I suspect that there are some differences there as well.

Also, the booklets must be kept out of the light and renewed frequently, as the colors change (what you see won't be what you get).

My point is that the paint on the cardstock _may_ not be the actual color due to the media the paint was applied to, and the change of color over time due to environmental factors.

The yellow, however, having a number, can be precisely matched.

A quick Google search for "Federal Spec color number pantone" revealed some useful information.

The following site has a decent chart for modelers, but I didn't fine the yellow there.

I have a 'color chip' for Rock Island dark red dated January 1963 - actually, I held a piece of cardstock and had the carman/painter shoot it while he was doing a Geep in Silvis Shops.  Had a red thumbnail for a week.  Always found Testors #4 to be a close match to this color chip, but Ross says it doesn't 'scale' down for HO models in the basement.
Also have the Federal Spec # for the yellow used for the nose wings (Yellow, Federal Standard 595, color ship 13538)  Just wondering out loud because I haven't checked but do spray cans of "Safety Yellow" paint from Ace Hardware (or wherever) carry the Fed Spec number?
The reason for calling the standard Rock Island color of the '60s and '70s "dark red" instead of "maroon" is because the long dictionary definition of "maroon" indicates a purplish or brownish hue.
The Rock Island never had purple locomotives (or cabooses).
The Rock Island never had brown locomotives (not sure about the 743).
We could call it "wine red" but that would start a squabble about merlot or burgandy or chianti........PAW
