Except that it was not just the W&OV cars that were painted white.  
See ROCK 302244 in Steve Hile's RI Color Guide, not to mention this  
car that I provided a link to:

As I wrote, the majority of ROCK cars in the 301800-302249 series  
were also white.

Now, perhaps the white ROCK cars were intended to be assigned to the  
W&OV, or to the Little Rock, but that is an entirely different matter  
from what you described.
