As Karl wrote, it is a wooden pattern for sand casting a part in  
steel. The number is the pattern/part number, the shield with a G is  
the logo of General Steel Castings (originally Commonwealth Steel,  
later General Steel Industries) of Granite City, IL. No idea what the  
part was.
