[RITSlist] Rock Island Bicentennial E8 652 decal question

Hi All

 

I know I've seen a couple of completed HO models of Bicentennial E8 652 in
the past.

 

Can someone tell me who made the decals and where I can find a set?  I've
been searching for a while with little luck.
