Sounds like a Silver Streak model of the aluminum express car.

Hello,
I have an HO silver car. It is pressed tin, with metal die
cast truck frames & cast NMRA couplers w/cast coupler boxes. It has wire
ladders, and grabs, and a wood chassis. Looks like pressed aluminum doors. It
is #20069, w/’ROUTE OF THE ROCKETS, and
underneath – ‘EXPRESS’.
I do not the manufacturer.

Keevan:
You raise an interesting coincidence. I can't access the seven or eight
aluminum (silver) RI boxcars I own - I just moved and they're still in
cardboard boxes - somewhere. However, I have pondered the HO coincidences
on these cars a number of times.
I can't remember all the makers that have run this car - I can only recall
Trains Miniature and Bev-Bel, but I know there are more.
The series of coincidences on the RI aluminum express car number starts with
the decal set Champ Decals originally ran in the 60's. The number they
used as "preset" for this car is the same number most of the
subsequent models have used. I also seem to recall the very same car number
appears on another pullman green version of the RI express cars. Fancy Bev-Bel
stealing Champ's original artwork. Hard to believe, I know.
Bev-Bel compounded the situation on at least one of their cars by printing the
lettering on the RI silver express car in green rather than black, which the
majority of versions have used. You might want to check your Bev-Bel cars and
see which version you have.
In fact, that raises the question for all the RI experts: which is correct? The
black or the green lettering on the aluminum express box car? Or did they
do both?

In 2006 I acquired an Accurail HO scale
silver box car, numbered 20061. It had the slogan “Route of the ROCKETS”
In 2002 I
acquired an Athearn/Bev-Bel car, silver, with the same number and slogan.
