[RITSlist] Trackage Rights on the D&RG(W)

I think I've read the RI's trackage rights between Denver and Pueblo ended during the time the railroads were under federal control by the USRA (WWI era).

  In about 1888, the D&RG granted trackage rights to the CRI&P between Denver-Pueblo, CO.
  This was for both freight and passenger traffic.

  Can anyone provide more information?
  Are there any written references?
  Did the D&RG crew CRI&P engines over D&RG rails?

  When did the agreement come to an end?
  Presumably sements were reliquished progressively as routes became unprofitable.
