You are talking about the lights on the corners of the nose(short hood) of cab right. These are classification lights. To classify the train it's powering.
Can any one answer this better.

Dear Sir - My question doesn't concern the convention, but your email  
address was the only contact I could find on the RI Tech Society's  
website.  I apologize for bothering you.

I'm trying to find out why some of the Rock's units had lights on the  
front corner tops of the cabs.  I have a picture of GE U-Boat #208  
taken at Topeka, KS and the unit has a set of lights on the top front  
corners of the cab (like ditch lights, but on the cab).

I'm not making the inquiry for any commercial reason.  I'm just  
curious and would it like to add it to my notes about the picture.

If you are unable to answer my question, is there someone you can  
provide me as a contact who can help me?

PS - I noticed that your convention is being held at Burlington, IA  
and that you are attending the Old Thresher's Reunion.  My grandfather  
lived in Mt. Pleasant and I went to the Old Thresher's several times.  
It is well worth it.
