These are a predecessor to today's ditch lights.
I believe they started out in Minnesota during the early 70's to improve visibility at grade crossings - for the drivers, not the engineers.
A number of U25/28Bs and GP35s had these. One early passenger diesel had them too. #626?
Once the experimented ended, maintenance on them ceased. They were left in place, but very few, if any, still had lenses by shutdown.
The Maine Central purchases (U25B) and Union Pacific returns (U28B) carried the housings until their death (scrapping).
This is just a quick summary, I'll turn it over to the folks who know stuff now...

You are talking about the lights on the corners of the nose(short hood) of cab right. These are classification lights. To classify the train it's powering.

front corner tops of the cabs. I have a picture of GE U-Boat #208
taken at Topeka, KS and the unit has a set of lights on the top front
corners of the cab (like ditch lights, but on the cab).
