 I found this follow-up on WClist:

That is an ex-Milwaukee Road Thrall caboose masquerading as a Rock
Island hack. The deflector paddles, backup light and kickplates are
the giveaway- sorry but I don't know who owns it or what the ex-MILW
number would be.
